Speed bumps on College Road?

Since I am aware that speed cameras can only be placed on a road if there have been 3 vehicle-related deaths there within 3 years, I was wondering if it would be feasible to go to the Stoke Council about having speed bumps (preferably slightly steep ones) placed on each side of the zebra crossing(s) to force drivers to maintain a slower speed when passing the library. 

I have noticed that some drivers do not give way when students are about to cross the road, which leaves me concerned with the possibility that someday, a student may cross the road with less awareness to their surroundings (listening to music on headphones, answering an important email, etc) and be struck by a vehicle at speed. In addition to the fact that this area is much busier now that most former Stafford Campus courses are now in the Cadman Courtyard.

I have spoken to PC Simon Stone about this matter, who has informed me that he has been considering the same thing, and believes that the Council are more likely to agree to this if multiple parties (including Simon) raise the issue with them.
